I am Sophie Jordan, Chief Executive Officer of the National Association of Business Crime Partnerships (NABCP), and a committed advocate for reducing retail crime through intelligence led, partnership driven approaches.

My career has focused on strengthening the resilience of town and city centres and championing the vital role of Business Crime Reduction Partnerships (BCRPs) and Business Improvement Districts (BIDs) in creating safer, more vibrant commercial environments.

I am honoured to lead the Tackling High Harm Places strand of the national Tackling Retail Crime Together Strategy. This work brings together experts from retail, policing, private security, academia, BIDs and BCRPs to define, understand and address the places most disproportionately affected by retail crime.
My focus is on building strong partnerships, improving information sharing, supporting frontline retail staff, and developing practical, evidence based solutions that reduce harm and strengthen communities.

I have served as a Police Officer with North Yorkshire Police for the past 20 years, building extensive experience across both investigative and neighbourhood policing roles. The majority of my career has been spent within CID, where I have worked as a Detective Constable, Detective Sergeant, and Detective Inspector, developing a strong background in complex investigations, offender management, and partnership working.

Eighteen months ago, I was promoted to Neighbourhood Policing Team Chief Inspector for York and Selby, where I now lead local policing delivery, working closely with partners and communities to address crime and improve public confidence.

For the last three years, I have also been the force lead for retail crime. In this role, I have driven a proactive and partnership-focused approach to tackling retail offending, working closely with local businesses, security providers, and national stakeholders to improve prevention, reporting, and enforcement outcomes.

Through this work, I became involved in the national Tackling Retail Crime Together programme, where I now lead the “What Works Well” strand. This role focuses on identifying effective practice, building an evidence base, and sharing learning across forces and partners to improve the collective response to retail crime at both a local and national level.

I have worked in policing for the past 13 years, with the majority of my experience across crime intelligence portfolios in West Mercia Police before moving to Opal in 2019 as part of the National Police Chiefs Council capability to tackle serious organised acquisitive crime. My roots lie in data and analytics supporting my passion to drive data-led intelligence activity. As Head of Intelligence, my role focusses on maximising our intelligence generation, development, and growth by enhancing our partnership working model.

3 years ago, I was appointed as the tactical lead for the Organised Retail Crime capability within Opal which involved the development of a partnership operating model and implementation of the team. Through this work, I became heavily involved in the Tackling Retail Crime Together Strategy across a number of strands including ORC and the Fusion Cell, whilst also using the data and insights held within Opal to support other strands across the strategy.

With over 23 years’ policing experience, I currently serve as Superintendent of Operations for Oldham and the force-wide strategic lead for retail crime within Greater Manchester Police. I have extensive operational leadership experience across Force Contact, Response, and Neighbourhood Policing, alongside delivering optimisation and improvement programmes.

I am committed to enhancing community safety, with a proven track record in leading high-risk public safety operations, managing major incidents, and developing strong partnerships with local communities. I also bring significant experience as a tactical commander within specialist operations policing high-profile events.

At a strategic level, I lead on Consistent Standards and Offender Management under the TRCT strategy, driving improvements for the retail and business community.
